The Tartu Film Fund is a regional film fund that has been operating since 2015. Its goal is to support film production and the development of audiovisual sector companies in South Estonia. The fund focuses on supporting professional film projects that utilize local services and resources, bringing visibility and economic benefits to the region.
The Tartu Film Fund’s area of activity includes the city of Tartu and the counties of Tartu, Jõgeva, Põlva, Valga, and Võru.
The fund is coordinated by the Tartu Centre for Creative Industries.
CASH REBATE for film production in South Estonia: We reimburse up to 35% of production costs incurred in South Estonia (services, labor, accommodation, logistics, etc.).

2025: Director Moonika Siimets of the Tartu Film Fund–supported feature film “Black Hole” won Best Director at the goEast Film Festival dedicated to Central and Eastern European cinema.
2025: Five films supported by the Tartu Film Fund were nominated for EFTA 2025 awards; four of them won in a total of 10 categories.
2024: The Tartu Film Fund won the grand prize in the category “Improving the Business Environment and Supporting Internationalization of Enterprises” at the European Commission’s annual SME Assembly.
2024: The Tartu Film Fund was nominated as Cultural Contributor of the Year in the Cultural Organization category at the Tartu Culture Awards.
2023: Anna Hints, director of the documentary “Smoke Sauna Sisterhood”, won Best Director at the Sundance Film Festival (USA); the film also won Best Documentary at the European Film Awards and the San Francisco International Film Festival.
At the end of November, the “European Business Promotion Awards” were presented in Budapest. In the category of “Improving the Business Environment and Supporting the Internationalization of Enterprises,” the Tartu Film Fund was awarded the laureate title.
“The grand prize is a significant achievement for the Tartu Film Fund, highlighting that our daily work to enhance the attractiveness of Southern Estonia and Tartu, as well as develop local services, is both important and valuable—not just at the local level,” emphasized Hansen.”After receiving the award, representatives from several countries approached us to discuss creating similar funds in their own regions. The film fund has an economic impact, and it’s an investment in regional development. Tartu serves as a model for other European regions.”

Tartu Mayor Urmas Klaas pointed out that other Southern Estonian counties, such as Jõgeva, Põlva, Tartu, Valga, and Võru, have joined the city’s established fund, showing a great example of regional cooperation.

The fund’s contribution to the completion of more than 50 films has helped bring the stories and places of Tartu and Southern Estonia to screens around the world. This award is a great honor for all those who have contributed to the fund’s activities, and it encourages us to take our stories even further,” said Klaas.
The Tartu Film Fund received this recognition for its outstanding results in implementing innovative measures and initiatives that have helped make the business environment in Estonia and Europe more attractive, with a focus on supporting small and medium-sized enterprises. The winners of the European competition will be announced on November 19, 2024, at the festive final event of the European Business Promotion Awards in Budapest. Alongside the Tartu Film Fund, business support organizations from Finland and Ireland are also competing for the award.
